Open23 is a BuxHost site and is over 6 months old and eligible for review. So the question is does Open23 pay? As of now it does. Would I recommend it? No, I would not, and here are my reasons why...
First of all for you newbies out there "BuxHost" is a site that provides a products and services for those who wish to run their own PTC site. Unfortunately many site owners run scams with the BuxHost. Open23.com a BuxHost site, and it was the first site to open with the Ultimate Edition from BuxHost. At first I didn't think much of it at the time until I went to review this site. I saw the whois information and noticed the owner is from the Netherlands. So you are probably saying so what! No one from the Netherlands can open a BuxHost site? Then my question for you is, why is it every time there is a new version of BuxHost, or a new feature is added, it is always the BuxHost site that has an owner from the Netherlands to be the first using the new version?
The owner of BuxHost is also from the Netherlands. Rumor is that the owner or staff at BuxHost like to open their own sites. When you think about it, good way to lure in more customers to BuxHost services. However these sites end very badly. Some will run for months or years, but the condition of the sites go downhill over time. One scam after another. Long payment delays, or they make up some rule to restrict users from cashing out. Either way then end as a scam.
Lets look at the dates of operation. April 27, 2009 BuxHost domain was created. On May 3, 2009 just days later, one of the first BuxHost sites was launched. FreeBirdBux.com , and the owner was from the Netherlands as well. He opened many BuxHost scams, which was known as the "buxgroup". While we are at looking at dates, BemaBux stopped paying around the time Open23.com was created/opened. One scam ends, and one begins.
If you go to Open23.com and look at the ads you will see a lot of self-promoted ads. These ads are from the owner. Not from actual advertisers. One of the ads is to BuxHost. I looked at the referral link of the ad and noticed something odd about it. It is missing a referral number. For those of you that don't know, you can join their affiliate program and you are issued a referral number. In this ad, all there was is a "X" where the number is supposed to be. I checked other BuxHost sites that were advertising the same ad and they are showing their referral link. Which is why I think Open23.com is closely connected to BuxHost since they are not displaying a referral link for the BuxHost ad.

PayPal - So why are they are not using it on this site? I know the admin is feeding this story about how PayPal is "tricky" to use with a PTC site. Of course I am sure he knows a lot about "tricks" since BemaBux and BuxHost lost the ability to use PayPal as well. I pretty sure that is the main reason why.
Open23 is currently paying, but I can not recommend this site. In my view it is a scam waiting to happen. It might be months or years, but they eventually end badly. If you ignore my warning be careful with your investments and don't invest more than what you can afford to lose. Site will be added to the Not Recommended List
regardless if it pays.
